Free OT Textual Criticism Video Course - part 1

I am wondering if Andrew Case is the person who can authorize me ... to use this video, but change English language images to Swahili, and then dub over a commentary in Swahili? (I am shortly to teach a course on Biblical Interpretation using Swahili, so I think this video would be a very useful asset.)  If not 'authorized', then I guess I could do this unofficially and privately ... )
